ACIAR's program in East Timor is focused on food security, poverty reduction and capacity building. These are immediate needs for the country to support recovery from the trauma of the 1999 independence struggle and the development of a new nation. The focus is on applied assistance while R&D capacity and infrastructure are being developed. The initial projects were the introduction and evaluation of higher yielding staple crops and the rehabilitation of the university agriculture faculty. The outcomes from these projects will provide a base for further development efforts supported by Australia (ACIAR and AusAID) and other donors, and aligned with the Sector Investment Programs of the East Timor Government.

The Australian Government released a Pacific Economic Survey 2008 in March 2008. The survey looks at the economic position of countries in the region, including East Timor.
