Cattle and buffalo in Cambodia and Laos: The economic and policy environment for smallholders - Final report

This is a report about the economic, policy and institutional environment that shapes decision making by households raising cattle and buffalo in Cambodia and in Laos. The aim of this project is to assist in the development of relevant research projects in these countries.

Effective agricultural research for development (AR4D) pathways, partners and opportunities in Myanmar

Arrangements for joint agricultural research and development investments in partner countries, between in-country organisations and Australia, occasionally need to adapt to rapidly changing governance arrangements. This project aimed to provide guidance on possible partners and commissioned organisations that can effectively and appropriately be engaged to work within ACIAR research projects focused primarily on upland agricultural issues in Myanmar, and to explore potential research and development pathways with non-government agencies.

Policy drivers for public private partnerships in pacific organics: improving extension policy through an evidence-based approach

This project aimed to understand how government and non-government actors can best work together to deliver public-private partnerships in extension so the organic sector can capitalize on export demand. Globally, commercial organics increased in production value by 345% (2000-2014), with demand outstripping supply by up to 40% for some produce types. Fiji and Vanuatu have since embarked on organic policy development, with significant growth potential, for example from the recent lifting of restrictions such as Australia’s previous restriction on ginger imports.

Scoping for a forest biosecurity network in South East Asia

With countries in the South-East Asian region having experienced significant improvements in their levels of development, along with strong growth in their agriculture and fisheries sectors, this project was the first step toward the development of a biosecurity network and underpinning research focused on forest biosecurity, ensuring collaborative surveillance, monitoring and information-sharing to enhance biosecurity preparedness across the region.

Policy analysis for forest plantations in Lao PDR and Vietnam

This project aimed to inform and engage policy makers for forest plantations in Lao PDR and Viet Nam to improve regional and national economic impacts of forest plantations. Governments in Lao PDR and Viet Nam aim for national development through building human capacity, developing industry and sustaining the environment. Forest plantations play a key role in achieving these development aims, and both countries have policies to increase plantation areas to support national goals.

Closing the loop between agriculture and wastewater discharge: A novel technique for turning wastewater into fertiliser in the Pacific

This project aimed to assess the potential to ‘close the loop’ in Pacific Island agriculture by converting domestic and agricultural wastewater into a stable, pathogen-free, organic fertiliser. Agricultural communities throughout the Pacific Islands are reliant on expensive imported fertilisers. Ironically, nutrient-rich domestic wastewaters are discharged into groundwater and coastal lagoons where they degrade water quality and impact human health.

Evaluating and Improving Policies for Attracting Investment in the Agricultural Sector in Vietnam - Final report

Agriculture is a key focus of Vietnam’s economic development; however, private businesses have been reluctant to strongly engage with the agricultural sector. The number of registered enterprises operating in agriculture is disproportionally small, as is private investment into the sector. This is negatively affecting total factor productivity growth in agriculture, which is expected to decline further. The Vietnamese government has introduced a series of policy initiatives aimed at promoting private investments and business activity in agriculture.

Enhancing smallholder benefits from reduced emissions from deforestation and forest degradation in Indonesia - final report

This project aimed to develop and monitor policy and design institutional arrangements at the national, provincial and local levels to effectively implement REDD+, and equitably distribute its benefits to communities. Reducing emissions from deforestation and forest degradation (REDD+) is an important global response to the threat of climate change. Indonesia has consistently promoted the REDD+ mechanism reached at the 2010 Cancun meeting of the UN Framework Convention on Climate Change.

Enabling improved plant biosecurity practices in Cambodia, Lao PDR and Thailand -​ Final Report

This project aimed to improve the capacity of Lao and Cambodian crop protection and plant quarantine staff in plant disease diagnosis and plant biosecurity. Biosecurity and plant protection systems in Cambodia and Lao PDR cannot effectively identify and diagnose pest interceptions or monitor pests in local crops. This is largely due to a lack of local expertise, information and physical resources at the operational level, and the absence of organisational processes and communication networks essential to the diagnostic process.

Economic analysis of policies affecting pulses in Pakistan - final report

This project aimed to provide policy-makers with evidence-based economic analysis and advice so they can reduce constraints to pulses production and trade, and increase productivity in Pakistan. Pulses are dried seeds of the legume family (including chickpeas, mung beans, lentils and mash beans) and are an important source of vegetable protein in Pakistan. International and domestic demand for pulses is expected to grow, but production has stagnated in recent years. Production and prices are volatile, and post-harvest losses are significant.
