Evidence-Based policies to support Vietnam's agricultural and rural development

Overview

This project aims to change policy formulation and implementation in Vietnam by engaging with the ACIAR Agribusiness Reference Group, a group of private sector agribusiness leaders familiar with policy effects on small-scale farmers.

The Doi Moi reforms have significantly contributed to Vietnam's economic development over the past 30 years, but their effects are waning, and productivity and development in the agricultural and rural sectors are slowing down.

The Social Systems Research Program focuses on developing capacity for policy research, design, and implementation to support rural development and poverty reduction among farmers and farming households. By working with policy actors in Vietnam, the program aims to influence future policy design and influence policy recommendations for analysis and modification.

Project activities and expected outcomes

  • Co-identifying options for agricultural policy interventions targeting total factor productivity growth and poverty reduction in farming households
  • Demonstrating methods to ethically and safely pilot experiments in small-scale socio-economic field experimental conditions within rural communities
  • Creating a policy map of Vietnam's agricultural economic policies, documenting policy effectiveness through transforming the policy map into a set of data
  • Conducting a nationally representative Farmer Policy Access Survey to understand the significance of current policies at the farm level
  • Conducting workshops with policy design and implementation agencies, and developing concepts for conducting field experiments to test the effects of removing constraints that prevent small-scale farmers from benefiting from these policies.
