Evidence to underpin Indonesia's AgTech transformation

Research need

This project aims to provide evidence to support the Indonesian Government to develop and deliver a robust policy framework, including a comprehensive whole-of-government strategy, to facilitate sustainable and inclusive growth of digital agricultural technologies (Digital AgTech). 

Digital AgTech has the potential to positively contribute to Indonesia's agriculture sector as part of Indonesia's sector-wide Digital Economy Strategy. Integrating digital technologies into the agriculture sector has the potential to increase agricultural productivity, optimise resource management, increase youth involvement, introduce innovative avenues for value-chain transactions, build agricultural resilience and sustainability, and enhance robust data governance. 

The project will identify strategies to scale inclusive Digital AgTech and highlight potential positive impacts for Indonesia's agriculture sector. In doing so, existing barriers, risks and negative effects will be recognised, and strategies to overcome them formulated. The project will devise a research-driven roadmap for the development of tangible policy and investment recommendations for an inclusive and impactful Digital AgTech ecosystem. This process will engage with policymakers and their institutions and smallholder farmers. The process will also include measures to ensure the alignment between the plan, the global agenda reflected in the national plan, and the aspirations and innovation that originate within rural communities. 

The project will also work to enhance the capacity of policymakers and stakeholders to use research and development outcomes for policy innovation in Digital AgTech.

  • Analyse the current state and trends of the Digital AgTech sector, including its drivers, barriers and stakeholders.
  • Assess the potential benefits and risks of Digital AgTech for different groups of farmers and value-chain actors, as well as for the environment and society.
  • Develop policy recommendations and best practices to support the responsible and inclusive use of Digital AgTech, and to reduce its negative effects.
  • Share the findings and recommendations with relevant audiences, such as policymakers, practitioners, researchers and the public.

  • Enhanced policy frameworks through enabling the development and implementation of policies that enhance sustainable and inclusive growth through using Digital AgTech.
  • Improved capacity of smallholders to benefit from Digital AgTech.
  • Comprehensive understanding of strategies to scale inclusive Digital AgTech and influence its positive impact in Indonesia's agriculture sector.
  • Tangible policy and investment recommendations to nurture an inclusive and impactful Digital AgTech ecosystem.
  • Addressing risks and knowledge gaps, such as improving inclusion.
  • Fostering a continuous cycle of learning and evaluation, leveraging research-based outcomes and insights to maximise its impact on the Indonesian Digital AgTech ecosystem.
